The most significant of these losses arises out of bankruptcy filings. Fortunately, creditors now have a new and relatively inexpensive, tool at there disposal which can be used without leaving the office. It is a tool that can be used to uncover multiple undisclosed bankruptcy filings and which will allow creditors to search, on a national level, by debtor's name as well as social security number The U.S. Party/Case Index opened to the general public on November 17 1997. It is the latest electronic tool provided by the Federal judiciary to help locate and manage cases. The U.S. Party/Case Index is a national index for the United States appellate, district and bankruptcy courts. Subsets of data are collected from each court and transferred to the PACER(1) Service center each night. Creditors can dial into the U.S. Party/Case Index and perform searches by name or social security number in the bankruptcy index, name or nature of suit in the civil index, defendant name in the criminal index and party name in the appellate index. Each hit produced from the searches will provide the party name, the court in which the case is filed, the Index permits users to easly locate and obtain court electronic records from a particular court jurisdiction or multiple jurisdictions. The existing time and financial barriers for those who want to search for a particular party or type of suit statewide, regionally or nationally has been removed. It also provides a nature of suit search that currently is unavailable through PACER. Because of its comprehensive nature which reaches even beyond the Bankruptcy Court level, the U.S. Party/Case Index also has potential skiptracing value. For example the index may even reveal in an instant that the reason you are no longer able to locate your nonperforming member is because he's in jail. The PACER system allows the use of a computer and modem to dial into the court, connect to a special public information computer, and request information about a case. This system can provide lists of cases, searched by name as well as a comprehensive electronic summary record of any case. In accordance with Judicical Conference policy, most courts charge a $.60 per minute acess fee for this service.
